The Threatened and Endangered Species Recovery Act
Background:
The Threatened and Endangered Species Recovery Act (HR 3824), which had concepts contributed by the Forest Landowners Association beginning in 2002, passed the U.S. House on bipartisan vote of 229-193. The measure, with the short-hand title TESRA, was the culmination of an effort by FLA and many other affected organized groups. The victory was led by Resources Committee Chairman Richard Pombo (R-CA); the 2003 FLA Forest Landowner Champion. The bill will improve the recovery rate of endangered and threatened species while making the process fairer for landowners. After recovering only 12 species - of about 1,300 listed - in over 30 years, upholding this right and partnering with the landowner is the only way we are going to improve the ESA's failing result for recovery. This legislation does just that. Major improvements made by TESRA include mandatory requirements for science-based recovery plans when a species is listed as threatened or endangered. It also provides for incentives for voluntary conservation efforts by private property owners and compensation for value lost from restrictions on land use.
